SB 1383 - Organic Recycling

In 2016, the State Legislature passed Senate Bill 1383 which requires Californians to reduce organic waste disposal by 75% by 2025. As part of the bill, beginning January 1, 2022, cities are required to implement organics recycling programs. Organic waste is defined as food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food-soiled paper waste. The goal of SB 1383 is to extend landfill life and to reduce methane gas generation from decomposing materials. The decomposition of organic waste in landfills releases methane gas which is 72 times more potent than carbon dioxide at absorbing and retaining heat. SB 1383 aims at removing organic waste from landfills and transforming that material into digestate or compost.

If your business operates in the City of Industry, your business is required to participate in the organics collection service via Valley Vista Services. Alternatively, the material may be managed by utilizing a permitted community composting program or other City of Industry permitted collection and recycling service provider.

Valley Vista Services will be automatically delivering containers for organic recycling to all businesses generating two cubic yards or more of waste to be used for all organic materials, including landscaping, food scraps and food-soiled paper. If you believe that your business generates less than 20 gallons of organics per week, your business may request a waiver for the organics recycling container. Your business may initiate the waiver process by contacting Valley Vista Services at (800) 442-6454 to schedule a site inspection and a review of your business’ waste stream.

Containers for Customer Use

Commercial businesses are required to provide containers for the collection of organic waste and non-organic recyclables in all areas where disposal containers are provided for customers, except for restrooms. The containers provided by the business shall have either:

(A)    A body or lid that conforms with the container colors provided through the organic waste collection service provided by their jurisdiction or
(B)    Placing labels on containers that include language or graphic images or both that indicate the primary materials accepted, and the primary materials prohibited in that container.
