Excavation/Encroachment Permit
Required for all utility work within public right-of-way. This work includes: installing, maintaining, repairing utility services, and traffic control within public right-of-way. Excavation/Encroachment Permits require an inspector to verify that all new structures, backfills, sidewalk replacement, traffic control and other improvements have been properly constructed and installed in accordance with City Standards (PDF). All Excavation permits require the appropriate contractor’s license and insurance which must be obtained prior to permit issuance. A Right-of-Way Agreement is also required to utilize the public right-of-way.
Construction Permit
Required for all non-utility work within public right-of-way. This work includes: constructing, re-constructing any sidewalk, curb and gutter, drive approaches, storm drains, sewers or any other public improvement. Construction Permits require an inspector to verify that all new structures, backfills, sidewalk replacement, traffic control and other improvements have been properly constructed and installed in accordance with City Standards (PDF). All Construction permits require the appropriate contractor’s license and insurance which must be obtained prior to permit issuance.
Grading Permit
Required for any private development plan or the change of line and grade on private property. Decisions on Grading Permits are based on a grading plan which must be completed by a civil engineer and reviewed by the City Engineer. Grading Permits require an inspector to verify that all new structures, backfills, sidewalk replacement and other improvements have been properly constructed and installed in accordance with City Standards (PDF). All Grading permits require the appropriate contractor’s license and insurance which must be obtained prior to permit issuance.

The City of Industry is not on the County of Los Angeles Benchmark datum (NAVD-88). The City of Industry is on NAVD-29. Please email City of Industry survey department for benchmark information.
Industrial Waste / Domestic Waste Water
Required for any parcel connecting to the public Sanitary Sewer System. Decisions on Industrial Waste permits are based on building usage and will be determined by City Staff upon submittal of applications.
