The City of Industry operates under a Council/City Manager form of government. The City Council appoints a City Manager, who serves as the City's chief administrative officer and is accountable to the Council. The City Manager oversees day-to-day operations, hires staff, ensures city services are delivered effectively, and implements Council policies within available resources.
As the City Council’s chief policy adviser, the City Manager provides recommendations on the organization and activities of city departments. They are responsible for preparing the annual budget and capital improvement plan, and for managing both once adopted. The City Manager also keeps the Council informed about the City’s financial status and future needs.
In addition to these responsibilities, the City Manager serves as Executive Director of the Successor Agency to the Industry Urban-Development Agency, the Industry Property and Housing Management Authority, and the Civic-Recreational-Industrial Authority, and as Public Utilities Director for Industry Public Utilities.
