The
controversial
city
named
"Industry"
voted
by
a margin
of
more
than
5 to
1 to
incorporate
as
a general
law
yesterday
while
a similar
proposition
was
defeated
by
residents
in
the
Temple
City
area
by
approximately
3 to
2.
The
semi-official
tallies
reported
by
the
County
Registrar
of
Voters'
office
disclosed
the
vote
in
"Industry"
was
115
to
22,
with
a total
of
150
ballots
cast.
Temple
City's
proposed
incorporation
was
rejected,
5,503
to
3,402,
with
a total
vote
of
9-060.
"Industry"
thus
became
the
third
city
formed
in
the
East
san
Gabriel
Valley
this
year,
an
unprecidented
number,
and
one
of
two
in
Los
Angewles
county
to
vote
incorporation
in
a single
day.
Downey
Incorporates
Incorporation
of
Downey
was
also
voted
yesterday,
10,094
to
3,822,
forming
a city
of
80,000
in
an
area
of
122
square
miles,
after
seven
previously
unsuccesful
attempts.
The
elections
raised
the
total
number
of
incorporated
communites
in
los
Angeles
county
to
51.
"Industry",
still
threatened
by
a lawsuit
over
legality
of
its
proceedings,
simultaneously
elected
five
city
councilment,
a city
clerk
and
treasurer.
New
Council
City
council
members
area:
John
Ferrero,
rancher,
and
Samuel
L.
Parriot,
Truck
driver,
each
polling
123
votes;
Charles
J.
Rowland,
rancher,
119;
Darius
F.
Johnson,
attorney,
118;
and
William
P.
Tallon,
naval
inspector,
109.
Mrs.
Elvira
Ward,
housewife
and
Vera
B.
Zabaldano,
bookkeeper,
each
recieved
130
votes
for
city
clerk
and
treasurer,
respectively.
They
were
unopposed
on
the
ballot.
"Industry's"
Incorporation
came
after
a Superior
Court
decision
denied
a protest
supported
by
residents
in
neighboring
cities
that
173
mental
patients
in
a private
santarium
shouldnt
be
counted
as
inhabitants,
giving
proponents
the
nneccessary
500
population
needed
to
incorporate.
Request
Rejected
On
the
eve
of
the
election,
Superior
Judge
Bayard
Rhone
rejected
a rejected
to
the
trial
court
fro
a restraining
order
to
prevent
certification
of
the
election
results
to
the
County
Board
of
Supervisors.
Certification
will
be
made
next
Tuesday,
the
day
after
the
votes
are
scheduled
to
be
canvassed
and
the
incorporation
process
is
expected
to
be
completed
by
filing
with
the
Secretary
of
State
in
a month
or
two.
A challenge
of
15
voters
by
Theodore
Hooker,
15462
Ector
Ave.,
will
be
of
no
consequence
because
of
the
large
majority
of
favorable
votes.
Defending
Principle
Hooker
said
he
was
defending
a principle
of
fair
play
in
challenging
15
registrants.
"I
believe,"
he
said,
"there
were
people
voting
from
outside
the
district
and
others
claiming
dual
resdiency,
which,
in
my
opinion,
is
not
fair
to
all
concerned."
Attorneys
for
Walter
F.
Yne,
a property
owner
who
has
brought
suit
against
the
County
Board
are
preparing
to
appeal
to
thew
District
Court
Appeals.
A
Second
Vernon
Residents
in
thew
areas
surrounding
"industry"
oppose
the
establishment
of
"a
second
city
of
vernon."
contending
it
involves
rule
by
absentee
owners,
affording
them
no
protection
against
harmful
zoning.
It
is
also
charged
that
industrial
intrests
are
withdrawing
from
obligations
to
support
through
taxation
the
communitis,
from
which
will
draw
their
workers.
Stimulate
Development
Proponents
claim
that
incorporation
has
been
forced
upon
them
and
that
protection
afforded
by
incorporation
will
stimulate
a substantial
industrial
development
that
will
benefit
the
entire
sector.
Boundaries
have
been
trimmed
to
elimintate
four
commericial
areas
sought
through
"strip
anexations,
and
presently
include
the
areas
sought
of
a line
fromed
by
the
Valley
boulevard
and
Nelson
avenue,
including
the
Bassett
ranch
in
the
westerly
portion.
The
west
limits
are
at
Rivergrade
road
and
extend
east
to
Nogales
Street,
taking
in
territory
earmarked
for
industry
by
the
regional
Planning
Commision's
Landuse
plan,
already
zoned
M-1
1/2
and
served
by
two
major
railroads.
The
area
contains
slighty
more
than
600
inhabitants,
including
about
170
patients
and
30
employees
of
El
Encanto
Santarium.
The
territory
is
largely
undeveloped
and
has
an
assessed
valuation
of
less
than
$2
million.
