Pursuant to ABx1 26 and AB 1484, the Recognized Obligation Payment Schedule, better known as "ROPS", is the authorizing document that enables the Successor Agency ("SA") to proceed with winding down the affairs of the former Industry Urban Development Agency and make payments to all its enforceable obligations and projects in progress for the fiscal year.

Annually, the ROPS document must be submitted and approved by the SA Board, and formally approved by an independent Oversight Board Committee. Once the Oversight Board Committee approves the annual ROPS document, the State Department of Finance will conduct its own independent review and make a final determination and approval of the ROPS document for each fiscal year.
